Hello Mary, I have discovered that, sometimes, it is necessary to make certain that the native Passbook/Wallet app is open before opening the app in which you wish to make a purchase.
A couple of weeks ago, a friend of mine was attempting to purchase some Amtrack tickets using the Amtrack app. The Apple Pay did not appear as an option for her. I suggested that she restart her phone, and open the Passbook app, before launching Amtrack. After doing this, the Apple Pay was then displayed as a purchasing option.
