What version of IOS are you running? I used to see this prior to IOS 9, and it was related to the focus bug. If you touched the Next button without swiping to it then a double tap might act on an adjacent button, like the Prev button. I've found this bug to be fixed in IOS 9.

Also, I think the way the Prev and Next button are supposed to work is that the Mail app remembers what direction you're moving in, so the Prev and Next button will take you to the next or previous message in that direction. This may be the opposite of what you're expecting. I don't notice it now, but it seems that when my iPhone was new to me, this would always confuse me a bit. IMHO, this wouldn't be a bug if this is how it's supposed to work.
