Answer: For all intent and purposes, yes. Keep in mind that just because you enable the feature does not mean that the feature will be active at any given time. The feature is only active should your cell signal degrade to the extent that it cannot be used reliably. Question: Is the quality better? Answer: That, as with many things in life, is a matter of opinion and available local technology. This feature is not intended to provide enhanced call quality, per say, but to keep you connected in order to make and receive calls and text messages. That is to say, that if a customer has reached the 23GB threshold and is having his/her data throttled on cell tower A, because of high traffic congestion, if the customer happens to move to cell tower B, and B is not congested, data wil not be throttled.
