I've also experienced it running 9.1 on an iPhone 6S. Not a huge deal since when it happens, I just touch the center of the screen and Voiceover usually reads an app from a home screen, when it decides to work. I've updated to 9.2 but haven't used it enough to tell if the bug persists.
