iTunes Match doesn't actually store your music in your iCloud storage, it 
"matches" the songs you have with music in the iTunes Store and gives you 
access to it, but essentially you are using Apple's version of the songs and 
not your own. Only songs it can't match are uploaded and I am not even sure if 
they count against your iCloud Storage limit, I think they don't.

I'm trying to help a friend who has an iPhone 6 16GB: she has a huge Photos 
library on her Mac and 99GB of music in iTunes. She has today increased her 
iCloud storage plan and on her Mac has turned on iCloud Photo Library and 
iTunes Match. But when I checked Apple support discussions online, it seems 
that, though Apple stores and streams the photos and music from their iCloud, 
the iCloud Photo Library hogs a big chunk of an iPhones internal storage (about 
10% of the size of the original Mac library) whereas iTunes Match scarcely 
occupies any of the iPhone's internal space. Is this correct? If so, why do the 
two storage services have each such a different impact on an iPhones internal 
storage?
