Yes, First, in your settings on the iPhone, go into the iTunes and App Store settings under automatic downloads and turn off music. Then, new purchases should not automatically download, especially if you make them from your iPod. Also, if you sync with iTunes on a computer, you can have the phone set to not sync music, which will remove the music on it completely, but have it set to sync all music or just selected music on your iPod.
