I think the thing people are missing here is that it doesn't work in all markets. It's not available where I am in New Zealand, but based oN David Woodbridge's podcast, he has it in Australia. It's certainly available in the US. So if dictation doesn't work for you when you turn Airplane mode on, you may not be in a supported country for this feature.
