It's not available where I am in New Zealand, but based oN David Woodbridge's podcast, he has it in Australia. It's certainly available in the US. So if dictation doesn't work for you when you turn Airplane mode on, you may not be in a supported country for this feature. You have to go into the Settings, General, Keyboard, and download the offline dictation files and that is only available for English keyboards. So, I for one will never have access to it since I have no need to spend a lot of money on a 6s while my 5s is working just fine. And, I prefer the size of the 5s, so when I need to get a new phone one day, the iPhone SE or whatever it is called by then, will be my choice. Who knows, maybe that feature is available in the SE since it has most of the 6s components?
