As mentioned below and in other posts, have you gone into Settings -> General -> Accessibility -> VoiceOver -> Roter and added audio ducking to your roter yet? If so, you should just be able to twist your roter to audio ducking and then flick up or down to toggle it on or off.

In the Accessibility settings, there is a keyboard setting that is
different than the regular keyboard setting under General. In the
accessibility keyboard, the first item is "Key Repeat." This defaults
to on. Double tap it and you find that it enables holding down a key
to have it repeat and you can set how long you hold the key before it
repeats, etc.
Or, you can turn it off.
I had not seen this setting before.
