Hi Rose,

I would do a full backup of the iPad first. Then go into iCloud settings and 
turn on Contacts. This should make the iPad copy its contacts to iCloud. now on 
your ipHone, also go to iCloud and turn on contact syncing. Then the contacts 
should copy to your phone.
