Richard, When this happened to me it was on my iPhone 6S Plus, I had only Audible and one other app in the app switcher and I’m currently using only maybe 20 Gb of my 64 Gb iPhone 6S Plus. The funny thing was that I don’t think I even rebooted, it just seemed to work again later on.

Have you tried clearing out the memory by holding down the power button until it says power off, then release the power button and hold down the home button until it speaks again.
