Hi Paula, Facebook Live is not an app, it's a new service or feature offered by Facebook and you access it via the Facebook app. It allows you to broadcast live and in real time. You need a very good connection, either WiFi or 4G according to Facebook. If the signal is not good enough the Facebook Live button in the Facebook app will be greyed out. If it is available and you activate it then you are broadcasting and I believe anybody can watch it; possibly it will let you select if you want to broadcast to the public or maybe only to friends.
Apparently it's quickly becoming the preferred way to broadcast shootings in the US so the whole world can see how wonderful it is when everybody is packing heat.
