According to what I've read, Nearby Explorer uses Navteq maps for the onboard maps and in the details on the app store, you need at least 4GB of free space to download the maps, so be sure you have that before purchasing.
It uses other sources to supplement the onboard maps. Here is some info from the Navteq frequently asked questions.
