9.3.5 was released entirely to fix a few security issues which were identified and made iPhones vulnerable to some sort of attack. As far as I know there are no other changes.

I just turn off speech with a three-finger double-tap, do a two-finger double-tap to sttart dictation, do another two-finger double-tap to stop dictation, then do another three-finger double-tap to turn speech back on when this issue comes up. Like I said, it's not too offen, and it's easy enough to deal with, if a bit annoying. What I'm more troubled by is the reports on AppleVis about battery life being reduced with iOS 9.3.4, in some cases quite seriously. This is about 10 steps and unfortunately for the blind, turning off VoiceOver is a very risky move yet voice dictation is essential. Perhaps the most interesting aspect to all of this, however, are claims this feature has been broken since the original launch of iOS 9 in September 2015 and Apple has not attempted to fixed it in any subsequent upgrade. In response I contacted Apple and the company confirmed to me the fault does exist in iOS 9.3.4, though it would not say if the bug could be traced back further.
