You could use a VOIP app, like Skype, Duo or other apps.

If your phone and your carrier supports wifi calling then you can make and receive texts and calls over wifi when you don't have cellular service. When I've used it it's just been automatic and transparent. I'm not sure if you can force a call to go over wifi calling even if you have a good cell connection.
