Hello,

It sounds like you have all of the right settings turned on. You have speak all 
notifications turned on in the VoiceOver settings, and message prevue is turned 
on as well… I am stumped as to why it is not working for you. I have found that 
if the phone isn’t working the way you would like. It most likely needs a 
restart. 
1. Power the phone down all the way by holding the power button until you hear 
the slide to power off. 
2. wait for the phone to shut off completely
3. turn the phone back on by holding the power button again for 3 seconds.

This might help straighten things out.
