Thanks, Carol. It is definitely a relief. I still have the old behavior on my iPhone 4S and a first generation iPad mini which I can't upgrade to IOS 10, but at least it's gone on what I can upgrade.
Since this happened on a relatively new iPad which I hadn't done much set up on, I had actually tried erasing everything and setting it up as new, and that still didn't work.
