These automatic rotor features are context sensitive and show up only when required. Messages relates to going through email messages when you use threads/conversations and while the option is there even if it's just a single email, I can see how it is not there if you disable the feature. As far as I am concerned it works great and I love how I can skip through a conversation and read the messages. If I enable to have new messages on top then the conversation opens to the newest message and in this case that message is called message 1 of 5 (if, for example, there are 5 messages in the conversation). The original message is then announced as message 5 of 5. This takes a bit of getting used to because it may seem more logical if the original message was called message 1. If I really like it that way I can accomplish this by turning off to put new messages on top in Settings > Mail. Then if I open a thread/conversation the original message has focus and it is called message 1, then I can flick down with one finger to go to each consequent message in the conversation until I reach the newest one.
