Hi Sieghard, I have had the same situation happen to me a number of times now and, like you, have had to restart my phone in order to get the voice back! Yes, it can be a bit tricky sometimes, but at least it does work if you persevere.
I have also found recently that sounds on and off do not seem to be terribly consistent. Sometimes, when I put them on, they don't come on and vice versa! For all those who have had to reinstall apps because they have lost their speech, I would suggest you persevere with trying to get the speech back. Plugging the phone in first may well help. We all ought to start reporting this, I think!
