You probably refer to the Windows 10 application called the “Snipping Tool” which is different. There is also the app called Zero Tap, haven’t used it in a while, but I think it it still works. On the PC you just put a shortcut on the desktop to the Zerotap website, you can sign in and tell it to remember your user name and password, then write or paste your text in the text box on the PC and as soon as you open Zero Tap on the iPhone the text will be copied to the pasteboard, you can go to any app and paste it in.
