If two-factor authentication is active you can't log in to change the password unless you authenticate through a device which is the point of two-factor authentication. If somebody gets a hold of your Apple Id and password, they can't do anything unless they also have physical access to a device that is connected to the account. It's a good security feature, but it is also one which may keep the correct person out if they are not good with keeping track of passwords and updating their information if necessary.
