All thanks for this, I guess my thing is is I get IOS 10 and IOS nine kind of 
confused. I always want to try to move it out that way, and it won't let me. 
The drag-and-drop once you're in that editing mode still works though. So the 
trick is, to grab the app that you want to move, and then put it on top of 
another half that you wish to put it in a folder with. Then once this is done, 
hold it there for thirty seconds and while lock, you have your folder created.
