Promotion is an iOS 11 feature and while I assume Apple will figure out how to make this accessible as much as it can be made accessible, we won't know how useful it is for visually impaired users until iOS 11 is out of the bag. Once the public beta for iOS 11 is available at the end of June or beginning of July you could always buy the iPad then, install the iOS 11 public beta and try it out. I believe you have 30 days to return the iPad if you don't like it. Just out of curiocity, what is it that makes you want to buy an iPad?
