Hi, You can absolutely share an Apple ID for apps and have separate ones for iCloud. Have the person whose address isn't being used create their own iCloud Apple ID. Then you can each sign into iCloud with your own IDs, sync contacts with iCloud, and keep them separate.
To set up the new ID, open Settings, and choose the first option, "Apple, ID, iCloud, and Apps." If you're currently sharing iCloud, sign out at the bottom. Then choose to set up a new ID.
