Using an iPad wall adapter which puts out 12 Watts of power does speed up charging of a regular iPhone up to the 7 and 7 Plus over the 5 Watt adapter that comes with the iPhone, but it is not fast charging. True Fast charging technology is only available on the new 2017 iPhones, the 8, 8 Plus and iPhone X and as was pointed out previously, it requires the USB-C to Lightning cable and the correct adapter.
