The IOS updates will download to your device, but you have to actually install yourself. If you do not install it and delete it, it will keep downloading every few days and asking you to install. It is a huge pain in the backside.

Here are the steps: How to turn off Automatic Updates in iOS 9.3, which also works in iOS 10.33: Turn off Automatic Updates in iOS Automatic Updates are enabled by default, so you'll need to turn them off. This won't help with the current update, but it will stop you from getting these messages in future.
