It seems like the cloud thing has been working better since a recent update or two ago. Do you have a newer phone with a faster processor? My old iPad Mini too just cannot cope with cloud sync and a library as large as mine. But my iPhone 7 is doing quite nicely. Don't give up hope yet, until you leave the app open and just let it hang out and see if things sync up.
