That is incorrect, I don't have notifications for Mail on neither for showing Mail on the lock screen nor for showing it in Notification Centre. I had the Mail icon display 0 unread messages at one point, I think it was during the last iOS 11.1 Public Beta before the final one which now became rthe official release. However, this got fixed in this public release version. If you are sure the badge icon is enabled and it definitely displays 0 unread messages when in fact there are unread messages and if you have already restarted your phone without success I would probably try a Reset Network Settings to see if this helps.
