Are you adjusting the volume or speech rate? 90 percent should be rather fast if you are actually adjusting speech rate. Are you doing this with the rotor? Otherwise, go into settings, general, accessibility, VoiceOver, and find the speech rate picker item. Touch that, then flick up or down with one finger to adjust the rate.
