Richard, sorry I'm answering this so late, but we did get instructions about 
going into voice over and found the speech rate. Neither one of us has the 
knack yet of the rotor, but everything's back to normal now.

  Are you adjusting the volume or speech rate? 
  90 percent should be rather fast if you are actually adjusting speech rate.
  Are you doing this with the rotor?
  Otherwise, go into settings, general, accessibility, VoiceOver, and find the 
speech rate picker item. Touch that, then flick up or down with one finger to 
adjust the rate.
  If that does not work, it may be time to call Apple Accessibility.

      Are you talking about  your iPhone SE or the ipad? If your iPhone has 
cellular service and access to data it SIRI should work.  If it’s the iPad and 
it is an WiFi only iPad and if it is not yet connected to your WiFi then of 
course what you say would make sense.

      Also, keep in mind that if Voiceover was on the volume may simply have 
gone down to 0 which means Voiceover is on, but you can’t hear  it.

      Try to plug in a wired headset and see if Voiceover is talking. If it is 
then unlock the device with the headset connected, then unplug the headset and 
repeatedly press the volume up button and the external speaker volume should 
come back.

      No, it is not Assistive touch, that is completely different. 

      Under Accessibility, you want to go down to Accessibility shortcut, open 
that and select VoiceOver.

      Then, a triple click of the home button will toggle VoiceOver on and off.

          Today was great with getting things set up on our iphone se phones  
and an ipad mini from t-mobile. One of the guys may have forgotten to put the 
setting in accessibility on that shortcut so voice over could go on or off with 
the 3 taps. Our neighbor is coming over to help us so if someone could tell me  
what to tell him. He might be able to figure it out. Before I left it was still 
talk, but I found that siri was on but not voice over. 7:t3 my time. Thanks if
