She can talk with t-mobile about their digits service that she could use with 
the ipad that she decides that's best for her. Digits is phone service you can 
have on the ipad. I have a ipad mini, which works very well with digits, and 
the phone sound is good quality, and it needs to be an ipad that takes a sim 
card. Including the data plan it costs about $35 a month. Without the data you 
might be able to use it on wifi and with the wifi it would be $10 a month. 
T-mobile can give you all the details. While that's all you would need is the 
ipad with digits, I also have an iphone. So the way that it works, the digits 
is my cell phone number too, so when a call comes in I could either answer the 
call on the ipad or the phone, though you do not have to have an iphone to  use 
digits.
