I can still create a new folder but not the way you suggest. I just tried it 
using Jaws 19.
In the Mail app I went to Folders and pressed space bar. I moved through the 
beginning of the list where it has my joined folders. When I reached my first 
individual account it said
Create new folder for Silly 4 account. Press space bar.
So I did and typed in a name and pressed enter.
Then I pressed enter on the OK that came up.
I then went to check and see if the folder showed up on my iPhone and it did, 
at the bottom of the folder list for that account.

For a while now, I've been having issues creating a new folder in my Gmail 
account using the Mail app. I used to be able to go to my list of folders, 
press edit, then press new. That would let me write a folder name, hit done, 
and have a new place to move emails. It would also sync beautifully with Gmail, 
creating a label on the server that I could use in Gmail on the web, too (not 
that I do that much anymore). Now, I just get a message that says something 
like, "Could not create new mailbox." Has anyone else had this problem?
