In an Applevis podcast where they interviewed a couple of the accessibility team at Apple, they did state that Voice Control will probably work with headphones when VoiceOver is on, but that was all. They are initially hoping to get it working for the community it was intended for, then improve from there, like they did with Assisted Touch all them years ago.
