As for iOS 13, I strongly suspect that with the new voice control you will be able to hang up a phone call by voice and hopefully even tell it to dial a number when you call somewhere and it asks, for example, Press 1 for English etc. We'll have to wait and see as to how useful and accessible these voice controls are for a Voiceover user. The Google Home speakers, by the way, can already do this. If you call a number where you have to make a selection you can just say "Hey google, dial 1" or simply "Hey Google, 2".
