You have to give WhatsApp permission to access your contacts and then you can call those who also use WhatsApp. You can’t call somebody who doesn’t also use WhatsApp, it’s not like Skype which allows you to call regular phone numbers if you have a subscription or credit to pay as you go.

This even works when WhatsApp is closed and the iPhone is locked.
