Which series of watch do you have? I find on my new fifth generation watch it's very rare that haptic time does not work if I make sure to give it the 2 or 3 taps required (depending on whether I want hours included or not) nice and deliberately and of course you have to make sure you disable raise to wake and all that stuff.
