If you have Photos turned on in iCloud Control Panel then the folder is usually in your Pictures folder and I think by default it is called “iCloud Photos”, in that folder you should have subfolders for Downloads, Shared and Uploads. Look under Downloads.

Apparently, what I really needed was instructions on how to locate the recording from within the Photos app after making it. I'll admit that I scarcely ever use the Photos app but I find it to be one of the least intuitive apps I've ever used with VoiceOver and limited vision. I need to be able to reply to the Apple Accessibility email and provide either a link or an attachment to the recorded video I made on my iPhone. I can do this either with my desktop computer and Outlook or the native Mail app. My problem is that I can't for the life of me figure out how to find the recorded video I made when attempting to access it with the Photos app. If there is order and reason to how the Photos app presents its content, I haven't been able to figure it out without vision. I have iCloud turned on for photos but I also can't locate the recorded video on my desktop computer in my iCloud Drive folder. I would have thought it worked like Dropbox and automatically uploaded to iCloud. If someone could offer some guidance on how to find the recorded video made on my iPhone 8 so I can submit it with an email to which I'm replying, I would be forever grateful. I'm running iOS 13.2.2.
