If the hearing-aid accessibility shortcut is present, one mut choose between which triple-click-HOME function one wants to use. To turn VO off is easy enough, but not so to turn it back on again. Hence, I have removed that shortcut, so now my triple-click-HOME only turns off VO and shows no dialog about it.

I am not sure I understand your question.  A triple tap on the home button will turn voice over off and will announce that voice over is off.  Then another triple tap of the home button will turn voice over on again and it will announce voice over is on.
