I just got off the phone with Apple Accessibility regarding a billing issue. 
The rep connected me to accounts and billing where I got excellent help to 
resolve my issue. The accounts rep sent me an email with links for account info 
and such.

If Apple actually sends you a receipt via Email, which I've gotten very few of 
in the last several months, there should be a place in the email to request a 
refund, if not, and even though this is not technically the right procedure, 
I'd call Apple Accessibility and ask them for help.
There is no way to actually talk with anyone with the app store side of things.
I think you can do a chat with them, but try the folks at accessibility first.

Hi to all.  I heard on a recent audio event about the voice recorder HD app.  I 
decided to get it.  I found out that to unlock more advanced features, they 
would cost.  I checked and the price was about
$6  I didn't think that was to bad, but I paid for the advanced features and I 
can't even use the piece of crap app.  I can make voice recordings, however, I 
can't even find the recordings that I have made let alone play them.  Is there 
anyway I could get my $6 back.  When you purchase an app, is your money gone 
forever?  Thanks.
