iTunes for Windows hasn't done apps for quite a while now. It does music, Voice Memos if you check that, and videos and overall backups like the encrypted backup and the ability to do file transfers. But apps are only handled on the iDevices now. You of course can still update the device through iTunes and manage other settings like the accessibility settings when setting up a new device. I don't remember which version was the one when it stopped supporting app downloads and transfers. I think it was the same time that the Mac version was split into three parts.
