Hello, I am running iOS 14.01 on a iPhone 10S. When my screen is locked I can do a three finger swipe right to bring up the today view. I just tried this and it worked. I think I may have found your issue. If you go to the Touch ID and passcode section of your phone one of the sections is allow when locked. Under that section there should be an option for the today view. Make sure it is toggled on and you should be able to get to the today view when your phone is locked.
