You're right. The settings to allow access from a locked screen to various 
features is under Settings, Touch ID and passcode. I actually have the today 
view option turned on with that setting. Now I feel sort of stupid because I 
have my SE 2020 set to never lock automatically. I always lock it myself by 
pressing the side power button when I'm done using it. This actually makes the 
screen go black where none of the features set to run from a locked screen will 
actually work. I have to first wake up the phone by pressing the power button 
again which brings up the time but leaves the device locked. Now, when I do a 3 
finger swipe right from the powered lock screen, the today view comes up. Sorry 
about the confusion and misinformation I posted.

I am running iOS 14.01 on a iPhone 10S. When my screen is locked I can do a 
three finger swipe right to bring up the today view. I just tried this and it 
worked. I think I may have found your issue. If you go to the Touch ID and 
passcode section of your phone one of the sections is allow when locked. Under 
that section there should be an option for the today view. Make sure it is 
toggled on and you should be able to get to the today view when your phone is 
locked.
