Hi Debbie, I don't think there is a setting in Accessibility / Voiceover for turning this on and off, at least I couldn't find it. I believe the only way to do this is to add, Describe Images, to the rotor and once it's on the rotor you highlight it and flick up and down to turn it on and off for each app.
