I hope I'm not stating the obvious but you can only send or receive money using Apple Pay when transacting with someone running iOS on an iDevice. The below requirements are from the Apple Support article I posted at the beginning of this thread:
What you need You and the person that you're sending money to or receiving the money from must:2,3 * Have a compatible device <https://support.apple.com/kb/HT208531> with the latest iOS <https://support.apple.com/kb/HT204204> or watchOS <https://support.apple.com/kb/HT204641> . * Use two-factor authentication with your Apple ID <https://support.apple.com/kb/HT204915> and sign in to iCloud and iMessage with the same Apple ID <https://support.apple.com/kb/HT204053> on any device that you want to use to send or receive money. * If you're sending money to someone, make sure there's enough money on your Apple <https://support.apple.com/kb/HT207881> Cash card or an eligible debit card in Wallet <https://support.apple.com/kb/HT204506> .
