I do not believe it is something you add or remove from the rotor. It is an Apple thing to “help” with accessiblility. If you are on iOS 14.4 it should not be a problem. You should be able to just go ahead and type even though it says “direct touch area.” If it won’t let you type, turn the rotor and it will be there and you flick up to turn it on and you should be good to go.
