Talking Tuner is by far the best because it is the only one I know of that tells you with speech output if the note is sharp or flat, and by how much. I learned from Talking Tuner that notes are broken into 100 cents per half step. So note a is 100 cents sharper than a g-sharp. So you might hear, a is 11 cents flat, or 44 cents flatbe so you have an idea how much you need to tune it. It's the best ¢99 I've ever spent.
