How about going to the app store and redownloading the apps? Perhaps pause the process on the screen first. Grabbing at straws, or electrons here.

The iPhone is a 12 Pro Max. The strange thing is if I search for an app on the App Store it’ll download fine. It is the apps that were on the iPhone XR that are all stuck on 55%.
