Yes this was mentioned and the connection on android and windows devices is to be done through the web browsers on the non apple devices. Which to me is going to open the video conferencing world up so much more now that facetime can be used on multiple platforms. Rather than everyone relying on the likes of zoom.

Here is one little snippet from the web about it. Apple is also adding the ability to share links to FaceTime calls, putting the company in a better position to compete with the likes of Zoom.
