No, you always have to first invoke SIRI either by asking "Hey Siri" or by pressing and hoding the side button, then when SIRI is listening you say "Hey Google" or 'OK Google", at that point the Google Assistant app will open and Google Assistant will listen. Being able to set up this shortcut will not make your iPhone into an Android phone or behave like one. If you want direct and immediate access to the Google Assistant I would highly recommend a Google Mini or Nest Audio speaker, I forget what the latest ones are called now with Google and the Nest brands sort of taking each other's place.
