Yes. This was changed a couple versions ago; or at least, a better option added. When in edit mode; flick down until you hear Drag item and double tap. You can add several apps to the drag session then go to the place you want them, say before the settings icon or whatever. Now flick up until you hear either drop xxx before settings or drop xxx after settings. Then double tap and the apps are dropped. HTH,
